ICoCA Supports States at the 6th OEIGWG on PMSCs

 

ICoCA is participating in the 6th session of the Open-ended Intergovernmental Working Group (OEIGWG) on private military and security companies (PMSCs), taking place from 7–10 April 2025 at the United Nations in Geneva.

Established by the United Nations Human Rights Council in 2017 (resolution 36/11) and with its mandate renewed in 2020 and 2023, the OEIGWG is tasked with elaborating the content of an international regulatory framework to ensure the protection of human rights and accountability for violations linked to the activities of PMSCs.

This week’s discussions are based on the revised fourth draft instrument released in July 2024.

The draft under negotiation this week aligns closely with ICoCA’s mandate, covering key areas such as licensing and oversight, operational standards, grievance mechanisms and public transparency—all essential to ensuring responsible conduct in the private security sector.

With deep, on-the-ground experience, ICoCA is uniquely positioned to support States in addressing the practical challenges raised in these discussions. We know what it takes to turn principles into action. Effective regulation, backed by voluntary standards and credible oversight, can drive real, lasting change.

ICoCA stands ready to support governments in implementing the principles emerging from this process.
