TOOLKIT LAUNCH: RESPONSIBLE TECHNOLOGY USE BY THE PRIVATE SECURITY SECTOR
We’re thrilled to announce the release of “From Boots on the Ground to Bytes in Cyberspace: A Comprehensive Toolkit for the Responsible Use of Technologies by Private Security Companies”, developed in collaboration with ICT4 peace, with support from the Swiss Federal Department of Foreign Affairs.
This toolkit serves as a go-to resource for private security companies (PSCs) of all sizes, helping them navigate the evolving landscape of information and communication technologies (ICTs) and their impacts on human rights. Designed for a wide range of PSC stakeholders, from security professionals and managers to human rights officers, compliance teams, technology teams and government and civil society groups, it empowers PSCs to use technology responsibly, ethically and with respect for human rights.
The toolkit consists of 12 interconnected but independent tools, each addressing a specific aspect of ICT use in the private security industry:
- Intro to Toolkit – This section provides an overview of the toolkit and how to apply the information within a PSC.
- Tool 1: Human Rights Challenges Posed by ICTs in Private Security Companies – This tool explores the human rights challenges that arise from the use of ICTs by PSCs.
- Tool 2: Responsible Data Collection Practices – This tool provides guidance on implementing responsible and ethical data collection practices.
- Tool 3: Best Practices for Data Storage – This tool explores the best practices for data storage to ensure security, accessibility, and responsible information handling.
- Tool 4: Best Practices for Data Security – This tool guides the establishment and maintenance of data security practices for PSCs.
- Tool 5: Best Practices for Data Destruction – This tool explores strategies for the secure and irreversible elimination of data when it is no longer needed.
- Tool 6: Surveillance and Monitoring – This tool provides guidance on responsible surveillance and monitoring practices, balancing security needs with respect for human rights.
- Tool 7: The Challenge of Algorithmic Bias in Private Security – This tool offers guidance on how to identify, mitigate, and prevent algorithmic bias and discrimination in AI-driven security operations.
- Tool 8: Emerging Technologies and Future Trends in Private Security – This tool helps with the assessment and adoption of emerging technologies in a responsible and ethical manner.

- Tool 11: Labour Rights in the Digital Age – This tool provides guidance on implementing robust measures that balance security operations with respect for worker’s rights and digital labour practices.
- Tool 12: Right to Remedy and Effective Grievance Mechanisms – This tool provides guidance on establishing and maintaining effective remedy and grievance mechanisms.
Each tool is self-sufficient and can be reviewed independently, but the tools also build upon each other.
