SUPPORTING VETERANS’ TRANSITION: NEW GUIDANCE

Guidance for the reintegration of former members of armed forces and armed groups

ICoCA is pleased to announce the launch of its new Guidance on the reintegration of former members of armed forces and armed groups into private security companies.

As the number of veterans and former combatants transitioning to civilian life continues to grow, including into the private security sector, this guidance provides practical recommendations to support their integration in a responsible, ethical and human rights compliant manner.

Recognising both the valuable skills these individuals bring and the challenges involved, the guidance outlines key measures across the employment lifecycle, from recruitment and vetting to training, workplace support and professional development. It places particular emphasis on mental health, non-discrimination and fostering a professional identity grounded in restraint, accountability and respect for human dignity.

This initiative marks an important first step in ICoCA’s work to support companies in navigating the complexities of veteran reintegration, helping ensure these processes strengthen practices and uphold human rights and international law while delivering positive and lasting impact on veterans, their families and society at large.

We extend our sincere thanks to the United Nations Development Programme (UNDP) for its collaboration. We are also deeply grateful to GardaWorld and the Ukrainian companies Artan Training Center, Venbest, ARGUS Group of Companies and SEAL Ukraine, for sharing their practical insights, which were instrumental in ensuring that this guidance is grounded in operational realities.
