Il serait donc pr\u00e9f\u00e9rable d&rsquo;adopter une approche bas\u00e9e sur les \u00ab\u00a0services\u00a0\u00bb dans le projet de document, en s\u00e9parant les services militaires des services de s\u00e9curit\u00e9 et en \u00e9vitant toute confusion entre les deux.<\/li>\n<li>Sur la base du droit international existant et, le cas \u00e9ch\u00e9ant, des r\u00e9gimes nationaux de r\u00e9glementation et d&rsquo;autorisation, les \u00c9tats devraient s&rsquo;efforcer de Les \u00c9tats devraient s&rsquo;efforcer de diff\u00e9rencier clairement ces services et les entit\u00e9s qui les fournissent.<\/li>\n<li>L&rsquo;ICoCA soutient pleinement les efforts nationaux et internationaux visant \u00e0 am\u00e9liorer l&rsquo;obligation de rendre des comptes et l&rsquo;offre de recours et l&rsquo;offre de rem\u00e8des. Pour combler le foss\u00e9 de l&rsquo;impunit\u00e9, il est essentiel de s&rsquo;attaquer aux violations du droit humanitaire international et aux atteintes aux droits de l&rsquo;homme commises par les soci\u00e9t\u00e9s de s\u00e9curit\u00e9 priv\u00e9es et les entrepreneurs militaires priv\u00e9s, et par leurs clients le cas \u00e9ch\u00e9ant.<\/li>\n<li>En vertu du droit international, il incombe de poursuivre et de punir les auteurs d&rsquo;atteintes aux droits humains et de violations du droit humanitaire des violations des droits de l&rsquo;homme et du droit humanitaire incombe avant tout aux \u00c9tats.
