La croissance du secteur de la s\u00e9curit\u00e9 est aliment\u00e9e par la mont\u00e9e de l’ins\u00e9curit\u00e9<\/strong><\/p>\n

Le secteur de la s\u00e9curit\u00e9 priv\u00e9e a connu une croissance soutenue au cours de la derni\u00e8re d\u00e9cennie et cette tendance devrait se poursuivre. Cette croissance a \u00e9t\u00e9 aliment\u00e9e par une ins\u00e9curit\u00e9 croissante et une augmentation des conflits \u00e0 un moment o\u00f9 la s\u00e9curit\u00e9 de l’\u00c9tat est r\u00e9duite. Les conflits sont souvent motiv\u00e9s par la demande croissante de ressources, les entreprises d\u00e9pla\u00e7ant les communaut\u00e9s dont les moyens de subsistance d\u00e9pendent de la terre, ce qui entra\u00eene des tensions pour l’acc\u00e8s \u00e0 la terre et aux ressources, le tout dans un contexte de stress naturel croissant.<\/p>\n

L’intersection entre la s\u00e9curit\u00e9 priv\u00e9e, les droits de l’homme et les d\u00e9fenseurs de l’environnement concerne tous les secteurs<\/strong><\/p>\n

Les gouvernements, les entreprises et les organisations non gouvernementales font appel \u00e0 des prestataires de s\u00e9curit\u00e9 priv\u00e9s pour s\u00e9curiser l’acc\u00e8s aux terres et aux ressources. Cela conduit souvent \u00e0 des violations des droits de l’homme \u00e0 l’encontre des d\u00e9fenseurs de l’environnement. L’Am\u00e9rique latine est particuli\u00e8rement probl\u00e9matique pour les d\u00e9fenseurs de l’environnement, car les prestataires de services de s\u00e9curit\u00e9 priv\u00e9s sont engag\u00e9s par tous les secteurs et toutes les industries du continent.<\/p>\n

Comment la r\u00e9glementation et la surveillance du secteur de la s\u00e9curit\u00e9 priv\u00e9e peuvent-elles aider ?<\/strong><\/p>\n

Les d\u00e9veloppements visant \u00e0 renforcer les cadres r\u00e9glementaires nationaux des entreprises de s\u00e9curit\u00e9 priv\u00e9e ont \u00e9t\u00e9 in\u00e9gaux et dans de nombreuses r\u00e9gions, il reste de nombreuses entreprises de s\u00e9curit\u00e9 priv\u00e9e non r\u00e9glement\u00e9es.<\/p>\n

L’ICoCA s’est av\u00e9r\u00e9e \u00eatre une plateforme importante pour permettre la mise en \u0153uvre pratique des principes directeurs des Nations unies relatifs aux entreprises et aux droits de l’homme, en am\u00e9liorant l’acc\u00e8s aux recours et en garantissant la responsabilit\u00e9. La nature multipartite de l’ICoCA repr\u00e9sente l’une de ses plus grandes forces dans la mesure o\u00f9 elle rassemble les perspectives et les int\u00e9r\u00eats des organisations de la soci\u00e9t\u00e9 civile, des gouvernements, des entreprises de s\u00e9curit\u00e9 priv\u00e9e et d’autres parties prenantes, qui contribuent ensemble \u00e0 la r\u00e9alisation de l’objectif de l’association.<\/p>\n

Ceci \u00e9tant dit, les organisations de la soci\u00e9t\u00e9 civile, en particulier celles bas\u00e9es dans le Sud, ont besoin d’un soutien accru, notamment les organisations repr\u00e9sentant les d\u00e9fenseurs des peuples indig\u00e8nes et d’autres d\u00e9fenseurs de l’environnement qui entrent en conflit avec les prestataires de s\u00e9curit\u00e9 priv\u00e9e et leurs clients. L’ICoCA encourage les organisations de la soci\u00e9t\u00e9 civile, notamment celles qui repr\u00e9sentent les d\u00e9fenseurs de l’environnement, \u00e0 s’engager aupr\u00e8s de l’Association, \u00e0 contribuer au suivi du secteur et \u00e0 plaider pour une meilleure r\u00e9glementation et un meilleur contr\u00f4le.<\/p>\n","protected":false},"excerpt":{"rendered":"
