Un tel d\u00e9tournement peut constituer une menace grave pour la s\u00e9curit\u00e9 et la stabilit\u00e9, en particulier dans les environnements touch\u00e9s par des conflits ou \u00e0 haut risque, tout en exposant les entreprises \u00e0 des risques juridiques, financiers et de r\u00e9putation.<\/p>\n<p>Fond\u00e9 sur les principes du Code de conduite international des prestataires de services de s\u00e9curit\u00e9 priv\u00e9e et align\u00e9 sur des cadres internationalement reconnus tels que les Principes directeurs des Nations Unies relatifs aux entreprises et aux droits de l&rsquo;homme, ce guide propose une approche globale de la gestion des armes et du mat\u00e9riel de guerre. Il s&rsquo;appuie sur les indicateurs de gestion pr\u00e9c\u00e9demment publi\u00e9s par ICoCA et compl\u00e8te des ressources techniques telles que MOSAIC et les Directives techniques internationales sur les munitions (IATG).<\/p>\n<p>Le guide est de nature pratique et s&rsquo;articule autour de th\u00e8mes cl\u00e9s, notamment :<\/p>\n<ul>\n<li><b>Conformit\u00e9 juridique<\/b> : souligner la n\u00e9cessit\u00e9 pour les ESP de se tenir inform\u00e9es et de se conformer \u00e0 la fois aux r\u00e9glementations nationales et aux obligations internationales en mati\u00e8re de contr\u00f4le et de transfert des armes.<\/li>\n<li><b>S\u00e9curit\u00e9 et gestion des stocks<\/b> : promouvoir les meilleures pratiques pour garantir \u00e0 tout moment le stockage s\u00e9curis\u00e9, la responsabilit\u00e9 et la tra\u00e7abilit\u00e9 des armes et du mat\u00e9riel.<\/li>\n<li><b>Gestion du personnel<\/b> : souligner l&rsquo;importance de politiques solides en mati\u00e8re de recrutement, de formation et de fid\u00e9lisation afin de garantir que les personnes qui manipulent des armes et du mat\u00e9riel sont comp\u00e9tentes et dignes de confiance.<\/li>\n<li><b>Fonctionnalit\u00e9 des \u00e9quipements<\/b> : encourager la mise en place de syst\u00e8mes d&rsquo;entretien, de r\u00e9paration et d&rsquo;\u00e9limination appropri\u00e9e des \u00e9quipements afin de minimiser les risques et de prolonger leur dur\u00e9e de vie op\u00e9rationnelle.<\/li>\n<li><b>S\u00e9curit\u00e9 et signalement des incidents<\/b> : promouvoir une mentalit\u00e9 ax\u00e9e sur la \u00ab s\u00e9curit\u00e9 avant tout \u00bb et des proc\u00e9dures formelles de signalement et d&rsquo;enqu\u00eate sur les incidents afin de garantir une am\u00e9lioration continue.<\/li>\n<\/ul>\n<p>Ce guide s&rsquo;adresse principalement aux cadres sup\u00e9rieurs des soci\u00e9t\u00e9s de s\u00e9curit\u00e9 priv\u00e9e, mais il est \u00e9galement utile aux op\u00e9rateurs sur le terrain, aux formateurs et aux clients priv\u00e9s ou publics qui souhaitent comprendre les responsabilit\u00e9s li\u00e9es \u00e0 la gestion des armes et du mat\u00e9riel.
