La d\u00e9l\u00e9gation a rencontr\u00e9 des entreprises Membres d\u2019ICoCA, des soci\u00e9t\u00e9s int\u00e9ress\u00e9es par l\u2019adh\u00e9sion et des clients des ESP. Cette visite avait pour objectif de mieux comprendre le contexte local et les d\u00e9fis li\u00e9s \u00e0 la mise en \u0153uvre du Code de conduite international (le Code) dans le pays. Le besoin de normes de s\u00e9curit\u00e9 rigoureuses en Ouganda s\u2019intensifie, notamment en raison de l\u2019expansion des projets p\u00e9troliers et gaziers dans l\u2019ouest du pays. \u00c0 mesure que la demande en services de s\u00e9curit\u00e9 priv\u00e9e augmente, l\u2019importance de respecter les droits humains et les normes du travail devient d\u2019autant plus cruciale.<\/p>\n<p>Le secteur ougandais de la s\u00e9curit\u00e9 priv\u00e9e emploie environ 100 000 personnes. Toutefois, plusieurs probl\u00e8mes ont \u00e9t\u00e9 relev\u00e9s lors de la visite, notamment les faibles salaires, les longues heures de travail et l\u2019utilisation d\u2019armes l\u00e9tales. En l\u2019absence de salaire minimum national, les agents per\u00e7oivent parfois des salaires aussi bas que 50 USD par mois (environ 180 000 UGX). Ils travaillent souvent des journ\u00e9es de 12 heures, six jours par semaine \u2013 des conditions susceptibles d\u2019avoir un impact n\u00e9gatif sur leur sant\u00e9 mentale et leur bien-\u00eatre.<\/p>\n<p>L\u2019Ouganda est \u00e9galement l\u2019un des rares pays de la r\u00e9gion \u00e0 autoriser les agents de s\u00e9curit\u00e9 priv\u00e9e \u00e0 porter des armes l\u00e9tales. Si cela peut viser \u00e0 renforcer la s\u00e9curit\u00e9, cela soul\u00e8ve de s\u00e9rieuses pr\u00e9occupations quant au risque d\u2019usage excessif de la force et souligne la n\u00e9cessit\u00e9 d\u2019un encadrement rigoureux et d\u2019une formation ad\u00e9quate.<\/p>\n<p data-start=\"1699\" data-end=\"2047\">Au cours de la visite, ICoCA a \u00e9chang\u00e9 avec plusieurs entreprises, dont Pinnacle Security, NEC Security, Saracen Uganda, G4S Uganda, GardaWorld, Bary Security Group, Kunlun Lion Security, Security Plus et SGA Security.
