S\u00e9curiser l’initiative \u00ab\u00a0Belt & Road<\/strong><\/p>\n

Au fur et \u00e0 mesure que l’initiative \u00ab\u00a0Belt and Road\u00a0\u00bb (BRI) progresse, les risques et les menaces auxquels sont confront\u00e9s les int\u00e9r\u00eats chinois \u00e0 l’\u00e9tranger augmentent. Assurer la s\u00e9curit\u00e9 des entreprises chinoises et des citoyens chinois \u00e0 l’\u00e9tranger, en particulier ceux qui op\u00e8rent dans des environnements complexes, devient une priorit\u00e9 essentielle pour la Chine. Toutefois, compte tenu de la politique \u00e9trang\u00e8re non interventionniste de longue date de la Chine, l’Arm\u00e9e populaire de lib\u00e9ration (APL) ne joue aucun r\u00f4le significatif dans la protection des int\u00e9r\u00eats chinois \u00e0 l’\u00e9tranger. Au contraire, les soci\u00e9t\u00e9s de s\u00e9curit\u00e9 priv\u00e9es sont de plus en plus sollicit\u00e9es pour s\u00e9curiser les biens \u00e9trangers de la Chine, y compris les civils chinois. Comment la Chine et les soci\u00e9t\u00e9s qui op\u00e8rent pour prot\u00e9ger leurs int\u00e9r\u00eats \u00e0 l’\u00e9tranger peuvent-elles donc s’assurer que les droits de l’homme sont prot\u00e9g\u00e9s et que les lois humanitaires, internationales et nationales pertinentes sont respect\u00e9es ?<\/p>\n

Promouvoir la fourniture d’une s\u00e9curit\u00e9 priv\u00e9e responsable<\/strong><\/p>\n

En novembre et d\u00e9cembre 2019, ICoCA a \u00e9t\u00e9 invit\u00e9 \u00e0 faire des pr\u00e9sentations lors de deux forums distincts en Chine, tous deux ax\u00e9s sur la question de savoir comment les projets de l’IRB peuvent garantir la fourniture d’une s\u00e9curit\u00e9 priv\u00e9e responsable. Jamie Williamson, directeur ex\u00e9cutif d’ICoCA, a fait une pr\u00e9sentation lors du deuxi\u00e8me forum sur la s\u00e9curit\u00e9 non traditionnelle (Hangzhou) qui s’est tenu \u00e0 Hangzhou le 9 novembre 2019. Sous le th\u00e8me \u00ab\u00a0S\u00e9curit\u00e9 non traditionnelle et protection des int\u00e9r\u00eats \u00e0 l’\u00e9tranger\u00a0\u00bb, le forum a r\u00e9uni plus de 100 experts et universitaires d’organisations internationales, de soci\u00e9t\u00e9s de technologie de s\u00e9curit\u00e9, de soci\u00e9t\u00e9s de services de s\u00e9curit\u00e9 et d’institutions de recherche qui ont \u00e9chang\u00e9 leurs points de vue sur les meilleures pratiques de r\u00e9glementation internationale, la s\u00e9curit\u00e9 num\u00e9rique et intelligente et les services de s\u00e9curit\u00e9 \u00e0 l’\u00e9tranger.<\/p>\n

R\u00e9my Friedmann, le pr\u00e9sident sortant du conseil d’administration d’ICoCA, Charlie Mayne, directeur du conseil d’administration d’ICoCA et Chris Galvin, responsable de la communication et de la sensibilisation d’ICoCA ont fait une pr\u00e9sentation lors du deuxi\u00e8me forum international sur la s\u00e9curit\u00e9 et le droit, qui s’est tenu \u00e0 Kunming les 16 et 17 d\u00e9cembre 2019. Le Forum s’est concentr\u00e9 sur l’am\u00e9lioration du r\u00e9gime juridique de la s\u00e9curit\u00e9, avec un accent particulier sur l’IRB. Plus de 270 personnes ont assist\u00e9 au forum, organis\u00e9 par l’Universit\u00e9 chinoise de sciences politiques et de droit et coorganis\u00e9 par le gouvernement suisse et le CICR. Parmi les participants figuraient des repr\u00e9sentants de nombreuses soci\u00e9t\u00e9s de s\u00e9curit\u00e9 priv\u00e9es, tant chinoises qu’internationales, op\u00e9rant le long de l’IRB, ainsi que des repr\u00e9sentants du gouvernement, dont l’ambassadeur suisse en Chine, des conseillers politiques, des universitaires et des praticiens experts. ICoCA a \u00e9t\u00e9 mentionn\u00e9e tout au long des discussions comme la principale organisation qui veille au respect des droits de l’homme et du droit international humanitaire dans la fourniture de services de s\u00e9curit\u00e9 priv\u00e9e.
