Tras la adhesi\u00f3n de Uruguay a comienzos de 2024, la presencia de ICoCA en las Am\u00e9ricas sigue creciendo con la incorporaci\u00f3n de Belice como su noveno Gobierno Miembro. Los gobiernos desempe\u00f1an un papel central en la misi\u00f3n de ICoCA, dando forma al sector de la seguridad privada como reguladores, clientes y donantes. La adhesi\u00f3n de Belice refleja tanto el compromiso del pa\u00eds con pr\u00e1cticas \u00e9ticas en la seguridad privada como la creciente implicaci\u00f3n de la regi\u00f3n con las normas internacionales en materia de rendici\u00f3n de cuentas y derechos humanos.<\/p>\n

El Subcomisionado Bartholomew Jones<\/strong> comparte sus reflexiones sobre las motivaciones que llevaron a Belice a unirse a ICoCA y sobre las oportunidades que esta membres\u00eda ofrece para fortalecer la gobernanza y las pr\u00e1cticas responsables en el sector de la seguridad privada.<\/p>\n

\"\"El entorno de seguridad de Belice sigue siendo mixto. Si bien las cifras oficiales recientes muestran una reducci\u00f3n general de los delitos graves, incluyendo descensos en homicidios y robos, la delincuencia violenta, como robos a mano armada, tiroteos e incidentes relacionados con pandillas, contin\u00faa siendo motivo de preocupaci\u00f3n, especialmente en zonas urbanas como el Southside de Ciudad de Belice. En ocasiones, el gobierno ha declarado estados de emergencia para hacer frente a repuntes de violencia, y peri\u00f3dicamente se utilizan facultades ampliadas de la polic\u00eda para abordar los desaf\u00edos de seguridad p\u00fablica. Al mismo tiempo, los servicios de seguridad privada desempe\u00f1an un papel cada vez m\u00e1s importante en el apoyo a empresas y comunidades en este contexto complejo.<\/p>\n

\u00bfQu\u00e9 motiv\u00f3 al Gobierno de Belice a unirse a ICoCA?<\/strong><\/p>\n

Conocimos ICoCA tras asistir a un taller en Ciudad de Guatemala. El Dr. Antoine Perret realiz\u00f3 una presentaci\u00f3n sobre el trabajo de ICoCA y los numerosos beneficios de la membres\u00eda. Asimismo, reconocemos la necesidad urgente de mejorar los est\u00e1ndares del sector de la seguridad privada. Mejorar dichos est\u00e1ndares ayudar\u00e1 a avanzar en los esfuerzos del pa\u00eds por reforzar la seguridad f\u00edsica y la gesti\u00f3n de existencias de armas peque\u00f1as, armas ligeras y municiones.<\/p>\n

\u00bfC\u00f3mo se alinea la membres\u00eda en ICoCA con el compromiso de Belice con los derechos humanos, el Estado de derecho y la buena gobernanza?<\/strong><\/p>\n

La membres\u00eda en ICoCA se alinea plenamente con el compromiso de Belice con los derechos humanos, el Estado de derecho y la buena gobernanza. De hecho, el Departamento de Polic\u00eda de Belice ha establecido una colaboraci\u00f3n con la Comisi\u00f3n de Derechos Humanos de Belice para impartir formaci\u00f3n en derechos humanos en todo el cuerpo.<\/p>\n

\u00bfQu\u00e9 valor otorga Belice a las normas internacionales y a la cooperaci\u00f3n multiactor para regular los servicios de seguridad privada?<\/strong><\/p>\n

Belice concede gran importancia al mantenimiento de est\u00e1ndares internacionales y a la cooperaci\u00f3n multiactor en la regulaci\u00f3n de su sector de seguridad privada. Actualmente, el sector est\u00e1 pr\u00e1cticamente autorregulado.<\/p>\n

\u00bfC\u00f3mo prev\u00e9n que la membres\u00eda en ICoCA beneficiar\u00e1 el entorno de seguridad nacional de Belice y a las comunidades locales?<\/strong><\/p>\n

Prevemos que la membres\u00eda de Belice permitir\u00e1 a las autoridades y a las partes interesadas beneficiarse de actividades de fortalecimiento de capacidades y de buenas pr\u00e1cticas facilitadas por nuestra pertenencia a ICoCA.<\/p>\n
