Williamson, director ejecutivo de ICoCA, firmaron el acuerdo durante una ceremonia celebrada en Berna. La celebraci\u00f3n de este acuerdo, aprobado por el Consejo Federal el 3 de julio de 2019, se basa en la Ley del estado anfitri\u00f3n.
