Ser\u00eda preferible entonces adoptar un enfoque basado en los \u201cservicios\u201d en el proyecto de documento, separando los servicios militares de los servicios de seguridad y evitando cualquier fusi\u00f3n entre ambos.<\/li>\n<li><span id=\"page1R_mcid74\" class=\"markedContent\">Sobre la base del derecho internacional vigente y, cuando proceda, de los reg\u00edmenes nacionales de reglamentaci\u00f3n y concesi\u00f3n de licencias, los estados deber\u00edan esforzarse por diferenciar claramente entre esos servicios y las entidades que los prestan.<br \/>\n<\/span><span id=\"page1R_mcid74\" class=\"markedContent\"><\/span><\/li>\n<li><span id=\"page3R_mcid3\" class=\"markedContent\"> La ICoCA apoya plenamente los esfuerzos nacionales e internacionales para mejorar la responsabilidad y la provisi\u00f3n de recursos. Abordar las violaciones del derecho internacional humanitario y los abusos de los derechos humanos cometidos por empresas de seguridad privadas y contratistas militares privados, y de sus clientes cuando proceda, es fundamental para cerrar la brecha de impunidad.<\/span><\/li>\n<li>En virtud del derecho internacional, la responsabilidad de enjuiciar y castigar a los autores de abusos de los derechos humanos y violaciones del derecho humanitario incumbe ante todo a los estados.
