En general, los guardias contratados ubicados frente a los recintos son la manifestaci\u00f3n m\u00e1s visible de esto, y se han convertido en parte de la vida cotidiana de muchos trabajadores humanitarios.<\/p>\n<p>Sin embargo, la contrataci\u00f3n de PSP a menudo plantea importantes dudas y preocupaciones entre la comunidad humanitaria, en especial con respecto a los posibles choques con los principios humanitarios y la aceptaci\u00f3n que esta pr\u00e1ctica puede conllevar. A pesar de estas preocupaciones, hay poca informaci\u00f3n a disposici\u00f3n sobre cu\u00e1n extendidas est\u00e1n estas pr\u00e1cticas de contrataci\u00f3n, y poca discusi\u00f3n sobre las preocupaciones que plantea la contrataci\u00f3n de proveedores de seguridad privada.<\/p>\n<p>Durante los \u00faltimos seis meses, la ICoCA y GISF han estado trabajando en un proyecto de colaboraci\u00f3n para tratar de remediar esta brecha de conocimiento. A trav\u00e9s de un proyecto de investigaci\u00f3n conjunto acerca de las pr\u00e1cticas actuales de contrataci\u00f3n de seguridad privada de las organizaciones humanitarias, nuestro objetivo fue arrojar m\u00e1s luz sobre el tema y utilizar los resultados de la investigaci\u00f3n para informar sobre la creaci\u00f3n de una gu\u00eda pr\u00e1ctica hacia una contrataci\u00f3n de seguridad privada m\u00e1s responsable. La investigaci\u00f3n consisti\u00f3 en una encuesta y entrevistas con representantes de organizaciones humanitarias, principalmente ONG humanitarias.<\/p>\n<p>Los hallazgos se presentaron por primera vez en <a href=\"https:\/\/youtu.be\/pmxDBw2E6A0\"> un seminario web en octubre<\/a> y en ellos se bas\u00f3 un informe de pol\u00edticas de la ICoCA\/GISF. <a href=\"https:\/\/icoca.ch\/wp-content\/uploads\/2021\/10\/ICoCA-GISF-Policy-Brief-Time-To-Take-Responsibility.pdf\">policy brief<\/a>. Para las organizaciones humanitarias, invertir en las relaciones con sus proveedores de seguridad es fundamental.<\/strong>.<\/li>\n<\/ol>\n<p>El informe destaca las complejidades involucradas en la contrataci\u00f3n de seguridad privada, y brinda a los lectores una comprensi\u00f3n integral de los riesgos y oportunidades que puede presentar a las organizaciones humanitarias. Por ejemplo, las opciones de personal pueden afectar la aceptaci\u00f3n de las organizaciones humanitarias cuando contactan guardias de seguridad privados en ciertas \u00e1reas. El propio personal de los PSP puede suponer un riesgo para el personal de las organizaciones humanitarias. El estudio resalta la importancia de mitigar los riesgos de acoso y abuso sexual por parte de guardias contratados.<\/p>\n<p>La contrataci\u00f3n responsable de seguridad privada requiere que las organizaciones humanitarias realicen una diligencia debida integral en materia de derechos humanos con sus proveedores contratados, al establecer procedimientos s\u00f3lidos y una supervisi\u00f3n rigurosa. La ICoCA ofrece a las organizaciones humanitarias la forma m\u00e1s eficiente y efectiva de garantizar una diligencia debida rigurosa acerca de derechos humanos a los proveedores de seguridad privada. Esto es fundamental tanto para garantizar que los PSP no representen un riesgo para las organizaciones humanitarias, como porque tienen el deber de cuidar a su personal, las comunidades locales, los beneficiarios y el personal contratado.<\/p>\n<p>Este informe, junto con el informe de pol\u00edtica que lo acompa\u00f1a, puede verse como un primer intento de abrir la conversaci\u00f3n sobre el tema y como una base para la acci\u00f3n inmediata.
